A SEQUENCE value specification causes a final static instance of the Java class generated for the SEQUENCE to be generated.
ASN.1 production:

Generated Java constants:
public static final <SequenceType> <name> = new <SequenceType> ( new <Elem1Type> (<elem1value>), new <Elem2Type> (<elem2value>), ... );
For example, consider the following declaration:
SeqType ::= SEQUENCE { oid OBJECT IDENTIFIER, id INTEGER } value SeqType ::= { oid { 0 1 1 }, id 12 }
This would result in the following Java constant being generated for value:
public static final SeqType value = new SeqType ( new Asn1ObjectIdentifier( new int[]{0, 1, 1}), new Asn1Integer(12) );
