static int GetMsgBitCnt	(	int	byteCount,
		int	bitOffset
	)			[static]

This method returns the number of bits in an encoded PER message buffer.

Parameters:

	byteCount	Number of full bytes in message
	bitOffset	Offset to current bit in last byte ((7 - 0) or -1 if no bits used).

Returns:

Count of bits in encoded message
